Properties exempt from this scheme
- A resident landlord may have up to 2 lodgers before the property is legally classed as an HMO.
- HMOs with 5 or more unrelated occupiers in more than 1 household need a mandatory licence instead of an additional licence.
- Buildings converted into self-contained flats do not require a licence unless the individual flat meets the licensing criteria.
- Purpose-built blocks with more than 4 flats are exempt from licensing.
- A temporary exemption from HMO licensing may apply where the council accepts a notification.
