Oxford selective licensing covers the whole city from 1 September 2022 to 31 August 2027 via two designations: Holywell and all other wards.
Every privately rented property inside the Oxford council boundary is in scope. The postcode is enough to know the licence applies.
Standard new selective licence applications from 1 April 2026 are paid in two stages: £323 on application and £530 at draft licence, total £853. Higher-rate applications total £1,804.
Properties exempt from this scheme
- HMOs that require Part 2 HMO licensing are exempt from selective licensing.
- Tenancies granted by a registered social landlord, such as a housing association, are exempt.
- Student properties managed by an educational establishment under an approved code of practice are exempt.
- Properties let as holiday homes are exempt.
- Owner-occupied properties with up to two lodgers sharing living accommodation are exempt.
- Properties rented by a freeholder or leaseholder to members of their family are exempt.
Discounts the council offers
- Accredited landlords or managing agents can receive a discount on the stage two licence fee where the application and evidence meet Oxford's criteria.
