Luton selective licensing applies to privately rented homes in the town centre and Park Town areas, excluding licensable HMOs.
The scheme covers the areas listed on the council's designation notice.
Early bird applications until 31 August 2026 cost £150, paid in two parts: £122 Part A and £28 Part B. The council says the full fee applies after that date and may be revised.
Properties exempt from this scheme
- HMOs required to be licensed under mandatory HMO licensing are excluded.
- Registered social landlord tenancies are excluded.
- Properties subject to an interim or final management order under Part 4 of the Housing Act 2004 are excluded.
- Properties subject to a temporary exemption under section 86 of the Housing Act 2004 are excluded.
- Tenancies or licences exempt under the Housing Act 2004 are excluded.
Discounts the council offers
- No discount can be applied during the early bird period.
- After the early bird period, one discount per application may apply for accredited landlords.
- After the early bird period, one discount per application may apply where an EPC shows Band C or above.
