Leeds selective licensing applies to privately rented properties in designated parts of Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Farnley and Wortley, Gipton and Harehills, and Hunslet and Riverside wards.
The scheme covers 6 named wards. Two streets on either side of a ward boundary can end up with different answers, so checking the ward of the property matters more than the postcode.
Online applications are paid in two parts: £400 on application and £700 on grant, total £1,100. Paper applications total £1,225, paid as £525 and £700.
Properties exempt from this scheme
- Holiday lets are exempt.
- Business premises are exempt.
- Socially let properties are exempt.
- Student accommodation owned by a university is exempt.
- Accommodation where the tenant is a family member may be exempt under the Exemption Order.
- Properties where the landlord already holds an HMO licence are exempt.
- Empty properties are exempt.
- Properties subject to a temporary exemption under section 86 of the Housing Act 2004 are exempt while the notice applies.
Discounts the council offers
- £150 discount on the second part of the fee if the licence holder is the owner and a Leeds Rental Standard member at the time of application.
A landlord who qualifies for the strongest energy and accreditation discounts on this scheme pays around £950 instead of the headline £1,100 fee, a saving of £150.
