Havering selective licensing applies in Beam Park, Harold Wood, Rainham and Wennington, Rush Green and Crowlands, Squirrels Heath, St Albans and St Edwards wards.
The scheme covers 7 named wards. Two streets on either side of a ward boundary can end up with different answers, so checking the ward of the property matters more than the postcode.
Paid in two parts: £570 on application (Part A) and £380 on grant (Part B), before discounts.
Properties exempt from this scheme
- HMOs requiring mandatory HMO licensing are excluded.
- HMOs requiring Havering additional HMO licensing are excluded.
- Tenancies or licences granted by a registered social landlord are excluded.
- Properties subject to an Interim or Final Management Order under Part 4 of the Housing Act 2004 are excluded.
- Properties subject to a temporary exemption under section 86 of the Housing Act 2004 are excluded.
- Exempted tenancies or licences under the Selective Licensing of Houses (Specified Exemptions) (England) Order 2006 are excluded.
Discounts the council offers
- £100 discount on the Part B fee for accredited landlords.
- £75 discount on the Part B fee for properties with EPC rating C and above.
- £100 per dwelling discount for multiple dwellings in the same building after the first licence, where each dwelling has common ownership and management control.
A landlord who qualifies for the strongest energy and accreditation discounts on this scheme pays around £850 instead of the headline £950 fee, a saving of £100.
