Ealing additional HMO licensing applies borough-wide to HMOs rented to three or more occupiers in two or more households, unless exempt, and the council also requires section 257 licences for converted buildings described on its official overview page.
Paid in two parts: £300 on application (Part A) and £1000 before the licence is issued (Part B).
Properties exempt from this scheme
- No licence is needed where an owner occupier shares their home with one or two lodgers.
- No licence is needed where the property is let to close family as defined by the council.
- A three-month temporary exemption may be available where the property is being sold, converted to commercial premises, the owner is moving in, tenants have been given notice, or a licence holder has died.
- Other statutory exemptions may apply under the Selective Licensing of Houses (Specified Exemptions) (England) Order 2006.
Discounts the council offers
- £75 discount for accredited landlords with certification from a recognised accreditation organisation.
- £50 discount for properties with an Energy Performance Certificate rating of A-C.
