Brighton and Hove additional HMO licensing applies citywide to HMOs of two or more storeys with three or four unrelated occupiers from 1 July 2024 to 30 June 2029.
Base standard initial fee is £883 for 3 to 4 unrelated occupants on a single tenancy, or £1,127 for 3 to 4 tenancies. The licence fee is payable in two parts: Part A at application and Part B within 10 working days after approval.
Properties exempt from this scheme
- A temporary exemption notice can be requested where the landlord or managing agent is taking steps so the property no longer needs to be licensed.
- A temporary exemption notice is not needed if the property is empty and unoccupied.
- Brighton and Hove is not licensing Section 257 HMO buildings under the Additional HMO Licensing Scheme.
Discounts the council offers
- £75 discount for accredited landlords or agents with Propertymark membership.
- £75 discount where the property has an EPC rating of C or above, or reaches its potential rating where only D or E is achievable.
- £75 discount where the owner or landlord is a charity registered with the Charity Commission.
- A double discount may be available where more than one discount criterion is met, up to a maximum discount of £150.
